NATIONAL SOCIAL SERVICE(NSS)

ABOUT NSS

After independence, the University Grants Commission, led by S. Radhakrishnan, suggested that academic institutions implement optional national service. The Central Advisory Board of School (CABE) revisited this notion in January 1950, and the Education Commission led by D.S. Kothari  later suggested that students at all levels of education be involved in some type of social service. The state education ministers took this into consideration at their April 1967 meeting, recommending that university students join the National Cadet Corps (NCC) (which was already in operation on a voluntary basis) or the new National Service Scheme.

A conference of student delegates (from universities and higher education institutions) convened by the Ministry of Education and the University Grants Commission in May 1969 unanimously agreed that a National-Service plan may be a tool for National Integration. V.K.R.V. Rao, then-Union Education Minister, introduced the NSS at 37 universities across the country on September 24, 1969. In many states, the plan has been extended to all states and universities, as well as +2-level institutes.
